15th Round - 27th to 29th August, 2013

1. Lot of action happened during this period.

2. All the banzar land was measured in front of the villagers and identified in the presence of the tehsildar and rest of the concerned officials.
3. Official Lease at Tehsil of the ponds for 10 years were to happen but was postponed for 2-3 times.
   
4. We called panchayat and discussed the progress of the activities so far and our further plans.

5. BSA Maniram Singh was busy with a meeting so we were not able to visit the schools in & nearby sonayeecha village and do the needful, for which he had agreed in last meeting.
6. We met DM Gorakhpur and recently transferred CDO at CDO's office and asked him for Water tank for 3-4 gram sabha and primary health center. For which he asked for the proposal should be submitted as per process.

7. Secretary & Pradhan assured to make the proposal (प्रस्ताव) for water tank as well as Primary health center and get the rest of the two or three (as the case would be) gram sabha pradhan and secretary involved for the water tank proposal by 5th September 2013.
8. We again met Mr. Dheeraj Sinha, Executive Engineer, Vidyut Vitran Khand-II, Gorakhpur at his office. He had asked the JE to reverify the requirements before sanctioning it. He assured us by October 2013 the problem will be resolved. He requested for reminding him on regular basis, which we have been doing religiously.

1. We again met Mr. Dheeraj Sinha, Executive Engineer, Vidyut Vitran Khand-II, Gorakhpur at his office. He assured us by October 2013 the problem will be resolved. He requested for

   reminding him on regular basis, which we have been doing religiously.
2. We went to various Jal Nigam office and finally reached the right office and met the AE for that area.

   He explained us the rule that there are two options:-
1. If the water sample of that area have arsenic and flouride contents above permissible limits then a water tank can be made for gram sabha or number of gram sabha's having atleast population of 4000 people according to 2001 census.
2. If the water sample of that area have arsenic and flouride contents below permissible limits then a water tank can be made for gram sabha or number of gram sabha's having atleast population of 8000 people according to 2001 census.
3. We met Secretary and pradhan. Updated them about the requirement of Water Tank for the villages.
4. They assured to make the proposal (प्रस्ताव) for water tank and get the rest of the two or three (as the case would be) gram sabha pradhan and secretary proposal involved for the water tank.

5. We called panchayat and discussed the progress of the activities so far and our further plans.

6. We met BSA Maniram Singh and asked him to personally check the quality of education being imparted in the schools in & nearby sonayeecha village and do the needful, for which he had agreed.
7. We met DM Gorakhpur at his residence cum office and asked him for the pokhra, abadi and banzar land to be marked physically and get the pensions of the eligible candidates started.

13th Round - 19th to  21st June, 2013

1. We met Mr. Dheeraj Sinha, Executive Engineer, Vidyut Vitran Khand-II, Gorakhpur at his office and updated him about the problems and the followup on it since Jan 2012. We reminded him about the letters/applications given to the officials 2-3 times by us. He had assured us for full co-operation and the issue will be resolved at the earliest with in 2-3 months time. He requested for reminding him on regular basis, which we have been doing religiously.

2. We met DPRO and Bachha Singh and asked them for the Wall Painting, Compost pits and other activities which required to be done.
3. We met DPO officials and updated them about no Anganwadi infrastructure at the village. They suggested to meet the CDPO of that area and write to them about the same.

5. We visited SDM office and asked him for the status of the application given to him in our last round and follow-up by villagers on the same issue. He had assured us that it will be looked into.

ACTIONS in Round 12

1. We met GM A K Srivastav PVVNL (Purvanchal Vidyut Vitran Nigam Limited) and appraised about the village electricity problem. Though we have already given him one copy of the same problem last year and have made written complaints during Tehsil divas and online complaint center of PVVNL. Everytime we were given assurance. As per Mr. A K Srivastav He had already passed the file and report on the same issue to be implemented last year itself. Till date no action had happened. Whenever villagers enquire the answer from Official (XTN) is that there is no stock. Its already over an year. LETTER COPY 

   

   In the of first week of April 2013

2. This time he had again introduced us to New transferred Official (XTN). He again after a month gave us the same reply. Its out of stock.
3. We met DM Ravi Kumar NG. Handed over the same copy of Joblist given in the last meeting of Jan-Feb. He kept it and said some action will be made and issues will be looked into. REPORT COPY
4. Till date no action seems to be happening in this year from 1st Jan till date of writing this update.

5. We bought few utensils and things of common use for the village as per the last village panchayat discussion. They were handed over to the villagers. They were happy to see things going in right direction. Things were bought from the money of the lease of the pond.

6. We met newly transfered SDM and updated him about the village POND lease to be done as per law and Banzar & abadi land to be identified  nd marked physically so that some development work can be done.

7. We called a panchayat meeting and updated the villagers about the development and asked for further plan of action. We also shared the information about the Solar Lamp from Sahaj and made a demo of the same. We can see the carpet on which villagers are sitting was one of the things we bought.

ACTIONS in Round 11

1. We met SDM Bansgaon and he gave us full co-operation in updating the land records of the Pokhra and Banzar land as per High Court order and also updated in the bhulekh.up.nic.in

2. It has been one of the major achievement. This case has been started since 1958.
3. Now the gramsabha has got the land on which we can get the health center, anganbadi, water tank constructed and other development work can be done.

5. Panchayat was called and discussion was done regarding all the developments so far in the various heads we have been trying.

6. Around Rs 12 K was collected from Arjun and family towards Pokhra lease still Rs. 10 K remaining.

7. Around Rs 1000 was spent towards court and land record updation work.
8. From the remaining amount it was decided to buy 10 Chairs and 1 table and carpet etc. for common use of the village.

9. Option for sahaj jan seva kendra was floated if any one interested in running that kendra can start.
10. We met DM gorakhpur and updated him about all the work we initiated and there status report.
11. He assured that DPRO will be looking after all the work and update us on there status.

We met DM Gorakhpur Ravi Kumar NG and furtherance of our previous meetings, discussions for model village ...

1. A call from DM office was made and asked for updating the land records of the Pokhra and Banzar land as per High Court order.
2. A call was made to BDO Gagaha and was asked for making of Kids toilet and display of all the govt. schemes by painting on a wall located at common place.
3. A call was made to the concerned official for the making of Health Center and Water tank at the village.

ACTIONS in Round 9 

1. We met DM Gorakhpur Ravi Kumar NG and furtherance of our previous meetings and action we suggested that
•  instead of cancelling the various cards(BPL, Antoday, Mahamaya, Old age pension, handicap pension, widow pension, rani lakshmi bai pension, etc) we should first create the genuine list of people who would be eligible under these schemes.
• Then we should enroll those eligible people under these schemes.
• DM asked BDO Gagaha and asked him for the same.
2. BDO Gagaha went to the village and asked the Village Secretary and Pradhan to make such list.

In sonayeecha, Asthaulla and Madhiyaan village a open panchayat was called and we discussed about the list of people who would be eligible/needy under various schemes and a list of 7 people(from sonayeecha) for the BPL card and 4-5 people(from all three villages )  were identified and the necessary documentation were done for the same.

4. other than BPL no body was eligible for any of the other scheme in Sonayeecha village.
5. Sonayeecha village have almost 72 households who were getting benefit in either of the govt. Schemes. Sonayeecha have around 115 households.

6. The issue of pokhra, banzar land was taken up with the high court lawyer and it was checked properly and  it was found that High court had already given the order on 28.2.2012 and rejected the petition of Deep Narayan son of Late Raghunath and directed to adhere to the ruling given in 1996.

• The order dated 19.9.1996 directs the name of the petitioners father to be expunged from revenue records.
7. We checked upon the renovated Panchayat Bhavan of Sonayeecha now its being used by the for anganbadi.

8. We discussed the issues of Asthaulla village and planned how to take things ahead.
9. Samudayik vikas kendra of Sonayeecha and Asthaulla village need to be repaired and compleeted respectively.
10. We met and discussed with DPRO regarding the pending work in village. He informed that the panchayati raj funds are not coming from the govt. and as soon as it will come work will start on the various things discussed with him earlier.
11. Famous Ramlila of Sonayeecha being performed by the villagers. Its one of the Major attraction of that area. Every year a mela is organised on the occasion of Dusherra festival.

ACTIONS in Round 8 

ASTHAULLA - Gramsabha 
On 19th Sept 

1. We met DM Gorakhpur Ravi Kumar NG and furtherance of our previous meetings, discussions for model village he issued a letter to ADM-Revenue S.S. Srivastav and asked to put up a camp in the village and sort out all the issues related to the pond & banjar land, and make a way to the old village temple.

   and took action on various issues we brought in front of him.

2. He called Block Development Officer Mr. Chaubey of that block and asked him as well to set up a camp in that village. 
3. DM also called in DPRO Mr. Bharti and asked him if he can go to the village right away and take necessary action to make it a model village.   
4. DPRO Mr. Bharti got the transfer back to Gorakhpur itself. It was good for us since he was aware of the issues.

5. During DPRO's July visit the work which he has asked pradhan and secretary to do, was not done. he took strict action and asked for a show cause notice to village Secretary.

6. Along with DPRO and BDO we visited the village same day and took up all the issues of all the three villages Sonayeecha, Asthaulla, and Bela Bir bhaan.

7. DPRO ordered work to be started at panchayat bhawan and samudayik kendra with immediate effect, which started next day morning. As soon as the Panchayat bhawan renovation work gets over Samudayik kendra renovation work will be started.
8. Since Panchayat bhawan is being utilized as anganwadi kendra DPRO assured that after the panchayat bhavan's renovation is over toilets for kids below 6 years will be constructed, 
9. Government's new schemes regarding toilets construction has come-up which can be used by the eligible villagers.
10. He assured that 10 compost pits will be made in the gram sabha between all the three villages so that organic waste can be utilized for making organic manure. It will be used by the public at large. 
11. Samudayik kendra will be converted into gram-sachiwalaya(Village Secretariat). It will be having a pradhan's office with computer and broadband connectivity. There would a hall and which can be utilized for multiple purpose like training center, video hall, library etc.
12. Sports for youngsters from 15 - 25 years was discussed for which Yuva mandal society needs to be made and registered.
13. All the villagers where informed about the panchayat to be held next day and they should come in large number.

On 20th Sept

1. People gathered in large number and came along with there application and written there names in the complaint register we made.

2. BDO came with his team in the village continuously for 3 days. 1 full day he was there in the village along with his team and took suitable action.

3. Along with the BDO we called the names of all the Old age / widow & Handicap pensioners and asked the villagers to vouch for there eligibility in an open panchayat.

5. Rules regarding the various pension scheme were also told.

It was a long working day and the process of verification of the existing pensioners in the open panchayat were not completed due to long list. 171 beneficiaries of Rani laxmi bai pensioner names couldn't be called and verified in the open panchayat, It was postponed for next open panchayat.

7. The list of the ineligible pensioners vouched by the villagers were to be verified by the block officials headed by ADO Panchayat Ram Gopal Tiwari.
8. Few genuine and needy people who fulfilled the eligibility criteria of the pension plans, there official formalities where done there itself and included in the pension plan.
9. BDO and his team where there working hard till late in the evening. Never seen such hard working govt. employee at such level.

On 21st Sept -  Sonayeecha Village

1. Lekhpal and Kanungo came to asses and understand the issues one day before the arrival of ADM- Revenue Gorakhpur and SDM Bansgaon so that a report can be made and given them befor they visit the village.

2. Lekhpal and Kanungo where given the report regarding the issue of pokhra and banzar land in dispute and a way for the old shankar temple. 
3. We checked Saraswati Shisu Griha and met the founder of Saraswati sewa sansthan Mr. Suresh Mishra.

On 22nd Sept

1. Lekhpal and Kanungo both came early to check the land and measured the fields of the villagers who have to give way for the temple from there field.

2. BDO along with the block officials came and handed over the BPL and anthoday cards to the new beneficiaries personally in front of the villagers and pradhan at a nominal govt. fees of Rs.1.
3. Since a fire broke in the industrial area ADM Revenus SS Srivastav coudn't come instead of him, SDM Bansgaon came along with the whole Block officials and presided over the Sonayeecha gram open panchayat

4. SDM Bansgaon has been very cooperative and assured us of the necessary action for the village disputes of the Pokhra and Banzar land.

5. Many plans and issues were taken up and he suggested us the solutions for them and guided us the way to resolve them and assured us of full support.
