We met DM Gorakhpur Ravi Kumar NG and furtherance of our previous meetings and action we suggested that
instead of cancelling the various cards(BPL, Antoday, Mahamaya, Old age pension, handicap pension, widow pension, rani lakshmi bai pension, etc) we should first create the genuine list of people who would be eligible under these schemes.
Then we should enroll those eligible people under these schemes.
DM asked BDO Gagaha and asked him for the same.
BDO Gagaha went to the village and asked the Village Secretary and Pradhan to make such list.

In sonayeecha, Asthaulla and Madhiyaan village a open panchayat was called and we discussed about the list of people who would be eligible/needy under various schemes and a list of 7 people(from sonayeecha) for the BPL card and 4-5 people(from all three villages ) were identified and the necessary documentation were done for the same.

other than BPL no body was eligible for any of the other scheme in Sonayeecha village.
Sonayeecha village have almost 72 households who were getting benefit in either of the govt. Schemes. Sonayeecha have around 115 households.

The issue of pokhra, banzar land was taken up with the high court lawyer and it was checked properly and it was found that High court had already given the order on 28.2.2012 and rejected the petition of Deep Narayan son of Late Raghunath and directed to adhere to the ruling given in 1996.
The order dated 19.9.1996 directs the name of the petitioners father to be expunged from revenue records.
We checked upon the renovated Panchayat Bhavan of Sonayeecha now its being used by the for anganbadi.

We discussed the issues of Asthaulla village and planned how to take things ahead.

We met and discussed with DPRO regarding the pending work in village. He informed that the panchayati raj funds are not coming from the govt. and as soon as it will come work will start on the various things discussed with him earlier.

We met DM Gorakhpur Ravi Kumar NG and furtherance of our previous meetings, discussions for model village he issued a letter to ADM-Revenue S.S. Srivastav and asked to put up a camp in the village and sort out all the issues related to the pond & banjar land, and make a way to the old village temple.

and took action on various issues we brought in front of him.
He called Block Development Officer Mr. Chaubey of that block and asked him as well to set up a camp in that village.
DM also called in DPRO Mr. Bharti and asked him if he can go to the village right away and take necessary action to make it a model village.
DPRO Mr. Bharti got the transfer back to Gorakhpur itself. It was good for us since he was aware of the issues.

During DPRO's July visit the work which he has asked pradhan and secretary to do, was not done. he took strict action and asked for a show cause notice to village Secretary.

Along with DPRO and BDO we visited the village same day and took up all the issues of all the three villages Sonayeecha, Asthaulla, and Bela Bir bhaan.

Giving him all the updates on the issues which he has agreed to get them done.
DPRO ordered work to be started at panchayat bhawan and samudayik kendra with immediate effect, which started next day morning. As soon as the Panchayat bhawan renovation work gets over Samudayik kendra renovation work will be started.
Since Panchayat bhawan is being utilized as anganwadi kendra DPRO assured that after the panchayat bhavan's renovation is over toilets for kids below 6 years will be constructed,
Government's new schemes regarding toilets construction has come-up which can be used by the eligible villagers.
He assured that 10 compost pits will be made in the gram sabha between all the three villages so that organic waste can be utilized for making organic manure. It will be used by the public at large.
Samudayik kendra will be converted into gram-sachiwalaya(Village Secretariat). It will be having a pradhan's office with computer and broadband connectivity. There would a hall and which can be utilized for multiple purpose like training center, video hall, library etc.
Sports for youngsters from 15 - 25 years was discussed for which Yuva mandal society needs to be made and registered.
All the villagers where informed about the panchayat to be held next day and they should come in large number.

Along with the BDO we called the names of all the Old age / widow & Handicap pensioners and asked the villagers to vouch for there eligibility in an open panchayat.

It was a long working day and the process of verification of the existing pensioners in the open panchayat were not completed due to long list. 171 beneficiaries of Rani laxmi bai pensioner names couldn't be called and verified in the open panchayat, It was postponed for next open panchayat.

The list of the ineligible pensioners vouched by the villagers were to be verified by the block officials headed by ADO Panchayat Ram Gopal Tiwari.
Few genuine and needy people who fulfilled the eligibility criteria of the pension plans, there official formalities where done there itself and included in the pension plan.

Lekhpal and Kanungo came to asses and understand the issues one day before the arrival of ADM- Revenue Gorakhpur and SDM Bansgaon so that a report can be made and given them befor they visit the village.

Lekhpal and Kanungo both came early to check the land and measured the fields of the villagers who have to give way for the temple from there field.

BDO along with the block officials came and handed over the BPL and anthoday cards to the new beneficiaries personally in front of the villagers and pradhan at a nominal govt. fees of Rs.1.
Since a fire broke in the industrial area ADM Revenus SS Srivastav coudn't come instead of him, SDM Bansgaon came along with the whole Block officials and presided over the Sonayeecha gram open panchayat

We did some career and education counselling with a group of young boys in village.
This was the most disappointing round since everything was planned in accordance with DPRO but he got transferred on 8th of August. This round was purely based on his presence. Now we were back to square 1 and will restart from begning. Will meet DM next time in Sept. and lets see whats there for us.

We met DM Gorakhpur Ravi Kumar NG and furtherance of our previous meetings, discussions he introduced us with D.P.R.O. Mr. Bharti and other officials.
We discussed our concern with Mr Bharti and the officials and given them our report which we have made for the DM.
Mr. Bharti agreed to visit the village and take appropriate action.
We visited the village together same day and took up all the issues of all the four villages Sonayeecha, Asthaulla, Madhiwaan and Bela Bir bhaan.
He proposed to conduct a chaupaal and listen to all the villagers on a scheduled day decided by the villagers. Date was narrowed to either 6th or 7th August.
He gave instruction to the respective officials on various issues like Samudaik Vikas kendra of Sonayeecha and Asthaulla village, Panchayat bhavan of sonayeecha, Sonayeecha's internal newly made road of brick, Drains, Toilets of the villagers, etc
He discussed on the various points of the report we have submitted him and assured to get many of them done. Details will be shared soon.
We did counseling of village boys on career and education front.
We had a volunteer Akash Keshav Singh a student from IIT Gandhinagar, Gujrat.
He had been a very motivating example for the youths after he shared his experiences.
We met Dr Sanjay
Srivastava - Owner Medha Matsya Prajnana Kendra. A renowned person of
his field, who has done his Phd in fisheries 24 years ago. Since then he had been a catalyst in fisheries growth in eastern UP. He had been given may
awards for his work. He has agreed to train and spread his knowledge for the benefit
of the society and village under a organised framework. We met him on 7th of July,2012 at this fish
farm near Nichlaul in UP.
We went for recce to adopt another village which would be most backward in that area. We went to Narainpur village of Gagaha block, Gorakhpur on recommendation of various villagers but found it not to be qualifying as a most backward village. We will search for the same next month.
We met Mr Bhubhneshwar a veteran environmentalist and a nature lover. He has been actively involved in planting lakhs of fruit bearing trees from last 30 years. He has agreed to help us and be a part of COMEBACK India in planting trees by various means. We might be having a van mahotsav in our August visit.

He told us that he will form a committee who will make a report on the pokhra and banjar land dispute and will try to resolve the issue ASAP.

We met BDO and Gram Sevak alias Village Secretary alias Gram Vikas Adhikari along with the Gram Pradhan.
After meeting with Village Secretary it was decided that annual work schedule meeting will be done in an open meeting under which all the villagers will be called in and the meeting will happen on 19th of June 2012.
We gave the 4 pokhras on lease of 11 month in an open panchayat bidding process.
3 pokhras were given to Arjun the highest bidder of that 3 lot and 1 pokhra was given to Nakul who was the highest bidder for that.
It was discussed that whoever will go for the village common fund collection will be given 10% of the total amount collected as his stipend.
The proposal of electricity bill amount collection was also cleared. Now onwards whoever will go for the village fund collection will be collecting the electricity bill as well.
Vipin Shukla(village pandit) has volunteered for this collection along with a companion of his choice.
Sonayeecha rural development society formation was also cleared along with the nomination of the governing body members.
We met GM Poorvanchal vidhyut vitran nigam ltd and discussed the issue of poles and 3 phase electricity on the poles. He informed us that he had already cleared this proposal long back and will get it done ASAP.

up ever but, June 2012 its completely dried up. We have requested DM
Gorakhpur to get pond digged up deep so that water can remain for
longer period.

Open panchayat in progress...Villagers keeping their views, listening to the suggestions and agreeing to what is being discussed. Various things were discussed during the panchayat listed above in the minutes of meeting.
We met the villagers of four villages Sonayeecha(सोनईचा), Asthaulla(अस्थौला), Bela Bir bhan(बेलाबीर भान) and Madhiyaanw (मढ़ियांव) by going door to door of villagers.
Panchayat of 4 Village was called which collectively forms Asthaulla Gram Sabha with a total population of over 6000 people.
It was the first of its kind panchayat ever happened in which people from all the four villages participated and discussed on various problem's of the gram sabha Asthaulla.
Few decisions were taken during the panchayat one of it was that, now onwards every month we will be having open panchayat on a fixed during the last panchayat.

We met Basic Siksha Adhikari(BSA) and asked him to make a survey of the schools in the village.
BSA and his team surveyed 3 govt. schools in the Asthaulla gram sabha.
BSA took various action on the miss management in the schools.
He instructed the officials to take stern action against the officials responsible as well as warned them to perform else they can face administrative action.

63 KV transformer was approved and installed for the village replacing 25 KV transformer..
3 phase electricity on the poles has been approved and will be installed soon.
Girls were assigned the task of demographic data collection.
